    "rationaleStatement": "The proposal is directed at the delivery of core Cardano protocol infrastructure, including Peras, History Expiry, and conformance testing. These activities are directly related to the security, decentralization, and long-term sustainability of Cardano and therefore satisfy Article I - Section 1.\n\nThe proposal clearly identifies Intersect as administrator, discloses previous Treasury funding, defines refund conditions, and provides a detailed governance and milestone framework. Overall, it demonstrates good compliance with the procedural requirements of Article II.\n\nI do, however, have reservations regarding Article II - Section 7.4. While the proposal provides for milestone assurance, Intersect oversight, and technical review by third parties, it does not clearly establish a framework for periodic independent financial audits. The proposal also references a previous Treasury withdrawal but provides no meaningful update/retrospective on its delivery or financial status. While the Constitution does not require such reporting as a condition for a subsequent withdrawal, the absence of any retrospective and previous audit information reinforces the importance of a clearly defined audit framework for the present request.\n\nSubject to this reservation, I do not identify a clear constitutional violation and consider the proposal constitutionally compliant."
